About this opportunity

The Florida Department of Transportation (FDOT) has issued an Invitation to Bid (ITB) for the procurement of Tarpaulins and Dump Truck Covers, specifically targeting vendors who can supply canvas or vinyl tarpaulins in various sizes for use across the department's operations. This competitive sealed bid solicitation is focused on Leon County and seeks to establish a three-year contract with potential three-year renewal options. The procurement requires all bidders to be registered in the State of Florida's MyFloridaMarketplace system, with registration available online or through a provided phone support number. Bid submissions are due by December 11, 2024, at 10:00 AM EST, with a public bid opening scheduled for 11:00 AM EST the same day. The evaluation criteria will focus on responsiveness, responsibility, and pricing, with an estimated annual contract spend of $51,000. Vendor proposals must include detailed specifications for tarpaulin and dump truck cover products, with alternatives permitted but subject to FDOT's satisfaction and approval.

The solicitation includes specific provisions for Florida-based businesses, offering a 5% preference for in-state vendors. Participating vendors must comply with the State's drug-free workplace program requirements and cannot be listed on the Scrutinized Companies Lists. The contract will be subject to annual appropriated funding, and FDOT reserves the right to cancel items not delivered within the required timeframe, potentially assessing liquidated damages. Vendors must also agree to comply with section 20.055(5) of Florida Statutes and incorporate this compliance requirement into any subcontracts. The procurement is governed by strict communication restrictions, with bidders prohibited from contacting agency employees about the solicitation between its release and 72 hours after the notice of intended award, excluding weekends and state holidays. Failure to adhere to these guidelines could result in bid rejection. The ultimate contract will be awarded to the lowest responsive and responsible bidder, with considerations given to local business preferences and compliance with established state procurement regulations.
