About this opportunity
The City of Philadelphia is requesting quotes on tape measures as a micro purchase to be awarded to the lowest responsive and responsible bidder, with quotes due October 16, 2026. The award may be made as a whole or by line item at the City's discretion. Sellers must quote all items to be eligible for award.
The contract period runs July 1, 2026, through June 30, 2027. The pricing cap is $45,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published figure and rounded to the nearest one thousand dollars. All quoted prices must be net and exclusive of taxes.
Quotes must be submitted through the PHLContracts.phila.gov portal. Vendors must complete a signed Consent & Authorization Agreement prior to bid closing for their quotes to be deemed responsive; the agreement may be attached to the vendor profile during registration or included with the first submitted quote. Signature requirements vary by entity type; corporations require signatures from a President or Vice President and a Secretary or Treasurer, or evidence of corporate authorization for alternative signers.
Contractors must carry workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance at $300,000 per occurrence. Contractors must maintain current tax compliance with the City and cannot be indebted for delinquent taxes.
Submission of the LGBTQ Applicant Data Form is optional and supports the City's diversity, equity, and inclusion procurement goals. The form collects information on LGBTQ Business Enterprise (LGBTBE) certification through the National LGBT Chamber of Commerce or the Philadelphia affiliate Independence Business Alliance, as well as any additional third-party certifications such as MBE, WBE, DSBE, or DBE designations.
