About this opportunity
The Missouri Department of Transportation (MoDOT) Southwest District is soliciting bids for a tank cleaning service project involving eight 10,000-gallon stainless steel paint tanks located at facilities in Springfield and Joplin. The primary objective is to remove excess paint and professionally clean the interior surfaces of these tanks, with four tanks at each location (two with mixers and two without). The cleaning must be completed during January, February, and/or March 2021, with an initial contract period extending from the notice of award through December 31, 2021. Contractors are required to provide all necessary labor, materials, equipment, and disposal services for thoroughly cleaning the tank interiors to bare stainless steel surface, ensuring compliance with OSHA, Missouri Department of Natural Resources, and Environmental Protection Agency regulations. The bid submission period ran from December 18, 2020, to January 11, 2021, at 8:00 AM CST, with site visits available by appointment at both locations. Pricing is to be submitted on a per-tank basis, and the contract includes two additional one-year renewal options for potential future tank cleaning services.
The procurement encourages minority and women-owned business participation, specifically targeting 10% Minority Business Enterprise (MBE) and 5% Women Business Enterprise (WBE) involvement, though these are not mandatory requirements. No performance bond is required for this contract, and the project is not subject to prevailing wage regulations. Contractors must provide documentation including proof of insurance (general liability of $500,000 per person/$3,000,000 per occurrence), a vendor no tax due letter, and current authority to do business in Missouri. While no specific budget range was explicitly stated, vendors will submit pricing per tank cleaned, with the contract being awarded to the lowest and most responsive bidder meeting all specifications. The contract allows for potential pricing increases during the two one-year renewal periods, with a maximum percentage increase to be specified in the vendor's initial bid. Work is to be performed during standard business hours (Monday-Friday, 7:00 AM to 3:30 PM), with 24-hour advance notice required before commencing any cleaning activities.
