About this opportunity

Texas A&M University-Kingsville (TAMUK) is requesting qualifications for Athletic Facilities Development and Revenue Generation Consulting Services under RFQ-3160, with proposals due September 22, 2026 at 2:00 p.m. Central Time. A mandatory Historically Underutilized Businesses (HUBs) Subcontracting Plan is required; failure to submit an acceptable plan will result in proposal rejection.

The scope spans athletic asset assessment, revenue opportunity identification, market analysis and valuation, evaluation of financing alternatives, strategic development planning, and potential procurement support for sponsorships and partnerships. Deliverables include a project work plan, existing conditions assessment, revenue opportunity analysis, market valuation report, financing alternatives analysis, strategic development plan, and executive presentation. Respondents must demonstrate at least three examples from the past five years of experience in athletic facilities planning, sponsorship development, naming rights evaluation, revenue generation strategies, facility financing analysis, and public-private partnerships.

The contract term is two years with the option to renew for an additional three years on a one-year-at-a-time basis, not to exceed five years total. No contract value is specified at this RFQ stage.

TAMUK will make award decisions using best-value criteria including relevant experience with athletic facilities and funding strategies, qualifications of key personnel, proposed approach and methodology, and references and demonstrated outcomes. Pricing is not requested in this phase. The evaluation committee will review proposals between September 25–29, 2026, with potential interviews or presentations scheduled for October 2–5, 2026. Formal execution of the service agreement is projected for October 30, 2026. The consultant must comply with federal, state, and local laws, including FERPA requirements if accessing education records, and maintain workers' compensation, commercial general liability, business auto liability, and umbrella liability insurance.
