About this opportunity

The Florida Department of Agriculture and Consumer Services is announcing its intent to enter into a single-source agreement with Tall Timbers Research Inc. to administer the Upland Ecosystem Restoration Project (UERP), with prospective vendors invited to submit relevant information by July 24, 2026. This is a sole-source procurement — the agency has determined that Tall Timbers Research Inc. possesses unique scientific capacity and program-specific expertise that no other known organization can provide.

The scope is administration of upland ecosystem restoration across selected state forests including Blackwater River, Pine Log, Jennings, and Withlacoochee. The project targets acceleration, maintenance, and documentation of restoration efforts in pine upland ecosystems with the goal of improving forest habitat conditions for Northern Bobwhite Quail, Brown-Headed Nuthatch, Bachman's Sparrow, and other indicator species. The awardee must provide technical guidance, ecological oversight, and species-specific management to meet program objectives.

Tall Timbers Research Inc. is identified as the sole source based on its recognized expertise as a world-class authority in upland habitat restoration and management, specialized knowledge in Bobwhite Quail and fire ecology research, proprietary methodologies, and direct program administration experience.

The contract term runs from July 1, 2026, through June 30, 2031. The estimated contract value ranges from $62,500 to $80,000. The procurement is classified under UNSPSC code 70151500 (Forestry management). Florida's 15-business-day advertisement requirement applies to this single-source notice.
