About this opportunity

The Maryland Department of Transportation, State Highway Administration (MDOT SHA) is requesting bids for permanent asphalt patching in Talbot County under a small procurement level 2, with bids and questions due October 27, 2026 at 8:00 AM and 9:00 AM respectively.

No subcontracting is permitted, and the winning bidder must own all equipment. There are no MBE or DBE subcontracting goals, and the contract contains no federal funding. Bidders must demonstrate a minimum of one year of experience providing similar services and submit a reference from the past five years.

The scope is permanent patching using 9.5 mm hot mix asphalt at various locations throughout Talbot County, priced on a cost-per-ton-installed basis. The total quantity is 150 tons. All costs — labor, materials, equipment, and overhead — must be incorporated into the per-ton unit price; no mobilization fees or additional charges are permitted. MDOT SHA will provide one attenuator truck with an operator for traffic control on roads with posted speed limits of 55 mph or greater. Work hours are 7:00 AM to 2:00 PM, and the contractor must begin within 10 working days of notification.

The maximum award value is $50,000. The contract term is 18 months or until quantities are exhausted, with no renewal options. Workers' compensation insurance with a minimum of $1,000,000 coverage and automobile or commercial truck insurance are required. Invoices must be submitted within one month of work cycle completion.

Site visits may be arranged upon request by contacting the procurement officer. The public bid opening will occur on October 27, 2026 at 9:00 AM via Microsoft Teams. Bidders must submit pricing via the provided price form, including company information, FEIN, eMMA vendor number, and authorized representative signature.
