About this opportunity

The State of Maine Division of Purchases is requesting bids on a FLIR Camera with a 45-degree lens, with bids due March 18, 2011.

Bidders may propose alternate commodities with equivalent quality and performance if accompanied by complete identification and descriptive literature. Electronic submission is mandatory; bids received after the closing date and time will not be considered. Bids must include separate unit prices for each item delivered to destination, with all applicable discounts included. Pricing must exclude Maine State Sales and Use Taxes and Federal taxes on articles not for resale. The contractor is responsible for all transportation charges unless otherwise specified.

Awards will be made to the lowest responsible bidder based on best value considerations, including quality, conformity with specifications, delivery date, and ultimate cost to the State. Cash discounts are considered only if payment terms are 20 days or more from the date of delivery and final acceptance. In cases of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.

The State reserves the right to reject any or all bids, waive technicalities, increase or decrease quantities by up to 10 percent, and award items individually or as a group based on the best interests of the State. The contractor shall furnish items exactly as specified on the Purchase Order; any deviation constitutes grounds for rejection. All deliveries must comply with applicable Federal, State, and local laws and regulations.
