About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for culvert installation materials for a training site ground work project on behalf of the Department of Defense Veterans and Emergency Services, with quotations due May 21, 2019 at 4:00 p.m. Eastern Standard Time.
The scope includes 116 yards of six-inch minus gravel, 408 yards of Type D aggregate subbase gravel, 28 yards of six-inch plus/minus rip rap, four 32-foot sections of 36-inch diameter HDPE culvert pipe (corrugated outside, smooth inside, high strength), 175 bales of mulch hay, 250 pounds of Conservation Mix grass seed, 16 yards of erosion control mulch, 700 square feet of 12-foot geotextile fabric, 1,000 feet of three-foot silt fence, 100 36-inch wood pickets, and 200 18-inch sand bags. Gravel, rip rap, and mulch must be picked up by the Department from a location within 40 miles of Pelkey Road, Chester, Maine 04457; all other materials must be delivered to Camp Keyes, 194 Winthrop Street, Augusta, Maine 04330. Equivalent items may be substituted if accompanied by documentation proving equivalency and subject to final approval by the requesting Department.
Quotations must include unit costs and total amounts in the specified format, with the pickup location for gravel, rip rap, and mulch identified. The Department reserves the right to award by line item or to a single bidder based on cost and material pickup convenience. Evaluation follows a best value methodology considering product quality, specification conformity, delivery dates, and pricing; once goods conform to specifications, award goes to the lowest-priced bidder. Quotations must remain firm and binding for 180 days from bid opening. The State is tax-exempt; quotations must exclude federal, state, and local taxes. Payment is net 30 upon receipt of an accurate invoice; surcharges on credit or debit card purchases are prohibited. Quotations must be submitted through the State of Maine's AdvantageME Vendor Self Service system.
