About this opportunity

The City of Midland, Texas is requesting bids on the East Golf Course Road at Midland Draw Project, a street and drainage infrastructure improvement, with bids due October 22, 2026. The project involves replacing an existing low water crossing on Golf Course Road at Midland Draw with a cul-de-sac immediately west of the channel, removing the existing crossing, and extending Scharbauer Draw from Fairgrounds Road southeast along the north side of Midland Draw to connect to Golf Course Road immediately east of the channel.

The scope encompasses right-of-way preparation, excavation and embankment work, subgrade preparation, concrete construction (curbs, gutters, sidewalks, driveways, and drainage structures), flexible base (caliche) installation, bituminous prime and tack coat application, hot mix asphaltic concrete pavement, PVC pipe casings, and water line installation. All concrete work must comply with Class A or modified Class C specifications with specified compressive strengths. Embankment materials require compaction to minimum densities of 90–95 percent AASHTO T180 depending on application. Water line materials include PVC pipe (AWWA C900), ductile iron pipe (AWWA C-151), and pretensioned concrete cylinder pipe (AWWA C-303), with design pressures of 150 psi for most applications. Valves, fire hydrants, and appurtenances must meet AWWA standards with epoxy coating specifications. All buried service lines require minimum 42-inch cover with proper bedding and encasement materials.

Quality control requirements are rigorous: field density tests, surface tolerance tests using 10-foot straightedges with maximum deviations of 1/8 inch in 10 feet, thickness testing via core samples, and compaction testing to verify air voids between 3–7 percent. Payment adjustments apply through cumulative quality factors for surface tolerance, thickness deficiencies, and compaction variations; combined quality factors below 0.5 result in no payment. The contractor bears all costs for corrective work including reconstruction, additional rolling, and retesting when deficiencies are identified. Materials must meet specified gradations and quality standards, with sources requiring engineer approval and verification through commercial testing laboratories at contractor expense for subsequent tests.
