Bidders must demonstrate financial capability, organizational experience with contracts of similar size and scope, and provide detailed resumes for key personnel including a Project Manager with at least five years of I/M program implementation experience and a Quality Assurance Manager with at least five years of documented experience. This procurement is designated as a Small Business Subcontracting Set-Aside, requiring bidders to make good faith efforts to solicit New Jersey Small Business Enterprises as subcontractors, though the solicitation encourages outreach to small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. The current incumbent contractor is Parsons Motor Vehicle Inspection and Maintenance Corp., which operates under a Collective Bargaining Agreement with Service Employees International Union, Local 518, covering Technical Specialists, Material Handlers, Equipment Repair Technicians, and Lane Technicians; pursuant to New Jersey legislation, existing qualified employees covered by this collective bargaining agreement must be offered employment first to meet staffing requirements, and compensation and economic benefits must be the same as or comparable to those in the existing agreement. The bidder must comply with the Combined State of New Jersey Standard Terms and Conditions, which impose mandatory contractual requirements including Commercial General Liability coverage of $1,000,000 per occurrence, professional liability insurance of $1,000,000, cyber breach insurance, prevailing wage requirements, public works contractor registration, and compliance with federal regulations when applicable. The solicitation requires integration with the legacy inspection system, compliance with federal regulations including 40 CFR Parts 51 and 85, and New Jersey Administrative Code Title 7 requirements, with the current system maintaining a 98 percent OBD capability rate across approximately 6.19 million registered vehicles. The estimated contract amount is not specified in the solicitation; award value is subject to actual orders placed, and the State retains the right to separately procure individual requirements or award to multiple bidders.
