About this file

This is a Pre-Quote Conference PowerPoint presentation for the State of New Jersey's T1628 Enhanced Motor Vehicle Inspection Maintenance System procurement (Solicitation Number 26DPP01253). The conference addressed procedural questions regarding bid submission requirements and provided an opportunity for potential vendors to network and identify partnership opportunities, including outreach to small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. A mandatory site visit is scheduled for May 9, 2026, beginning at 1 p.m. Questions and answers are due by 2 p.m. on May 27, 2026, and quotes must be submitted by 2 p.m. on August 5, 2026. All quotes must be submitted exclusively through NJSTART; email, fax, and hand-delivery submissions are not permitted.

The presentation emphasized critical submission requirements and common pitfalls to avoid during the quoting process. Vendors must complete all required price lines on the State-Supplied Price Sheet without leaving any lines blank, making formatting changes, or adding additional language, assumptions, or fees. Quotes missing mandatory requirements designated as "shall" provisions may be deemed non-responsive, and submission of additional language reserving vendor rights or limiting quote validity may also result in non-responsiveness. Acceptable file formats are limited to Microsoft Office and Adobe-compatible applications, and filenames must not contain special characters. The solicitation structure includes sections addressing introduction, pre-quote submission information, quote submission requirements, scope of work, general contract terms, data security requirements, modifications to standard terms and conditions, and evaluation criteria.

PRICE SHEET PITFALLS

Complete all required price lines on the State-Supplied Price Sheet pursuant to the Bid Solicitation instructions or Quote may be deemed non-responsive. Indicate “no charge” if the cost is $0. Do not leave any price line blank.

The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.

Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.

Confirm that you have completed all tabs on the State-Supplied Price Sheet.

Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.

Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.

HELPFUL TIPS & REMINDERS

Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.

Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.

When submitting a Quote through NJSTART, do not use any symbols (i.e., #, @, $, &, *) in the filename as this may prevent the Quote from being properly uploaded. Uploaded files must be compatible with Microsoft Office and/or Adobe software applications. DO NOT UPLOAD files with extensions such as .zip, .numbers, or .pages.

Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.

Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.

This Quote is a nonbinding expression of interest only and is not intended to create a binding commitment on either party unless and until a definitive agreement has been executed between the parties.
