About this opportunity

The Virginia Department of Transportation is soliciting bids for the Modernizing Operations for Virginia's Evacuation Resiliency (MOVER) program under solicitation T02_2026, with proposals due October 28, 2026. Prequalification is mandatory for all bidders.

The scope encompasses design and deployment of Intelligent Transportation Systems infrastructure along designated evacuation routes vulnerable to flooding and extreme weather in the Hampton Roads and Fredericksburg Districts. Deliverables include Environmental Sensor Stations (Road Weather Information Systems), closed-circuit television camera installations, dynamic message signs, flood sensors, flashing warning signs, stream gauges, and traffic signal modifications with LiDAR detectors at select intersections. Work spans multiple counties (James City, York, Northampton, Accomack, Essex, Middlesex, Caroline, Gloucester, Stafford, Spotsylvania) and cities (Williamsburg, Suffolk, Newport News, Hampton, Norfolk, Virginia Beach, Chesapeake). The project includes 12 signalized intersections with ITS modifications, environmental sensor stations at 5 locations, flashing signs at 28 locations, dynamic message signs at 2 locations, and stream gauges at 11 bridge locations.

Contractors must submit detailed Maintenance of Traffic plans at least two weeks before work, coordinate with district operations and traffic operations centers, maintain erosion and sediment control, and comply with lane closure hour restrictions and utility coordination requirements. All work conforms to the Virginia Manual on Uniform Traffic Control for Streets and Highways (Version 11.0), VDOT Road and Bridge Standards and Specifications, and environmental commitments including protected species assessments and stormwater management. Equipment installation on VDOT's Operations Technology Network requires 30 days' notice and security assessment compliance.

The project is funded through a Federal Highway Administration PROTECT Program grant. All questions must be submitted through VDOT's Contractors Advertisement Bulletin Board (CABB). Contract value, term, and detailed pricing information are contingent upon the full solicitation package available through CABB.
