About this opportunity

The Wisconsin Department of Transportation (WisDOT) is soliciting bids for removal of Structure P-10-0073, earthwork, base aggregate, and removal of Structure B-10-0260 on Bridge Road over the Popple River in the Town of Hoard, Clark County, Wisconsin, with proposals due December 8, 2026. The federally funded contract carries an assigned Disadvantaged Business Enterprise (DBE) participation goal that bidders must document at bid submission. Bidders list DBE firms on the Commitment to Subcontract to DBE (Form DT1506) with supporting documentation from each listed firm. If the goal is not met, bidders must submit good faith effort documentation (Form DT1202) within 24 hours of bid closing.

Bids are submitted electronically through Bid Express or on paper with waiver approval, by 11:45 AM on the last business day preceding the letting date. Work is scheduled for the 2027 construction season and must begin within ten calendar days of the engineer's written notice. Bridge Road closes completely to through traffic during construction. Instream work on the Popple River is prohibited from March 1 to June 15 to protect fish spawning, and the contractor must install bird deterrent systems to protect migratory birds. Holiday work restrictions apply to Memorial Day, Independence Day, Labor Day, and Thanksgiving.

The project follows the Wisconsin Standard Specifications for Highway and Structure Construction (2025 Edition) and FHWA Section 404 Transportation Regional General Permit requirements. Contractors must comply with the Migratory Bird Treaty Act, establish erosion control, and obtain WPDES Transportation Construction General Permit coverage if land disturbance exceeds one acre. The Highway Construction Skills Training (HCST) program reimburses $5.00 per hour for HCST graduates and apprentices. Overhead electric lines from Clark Electric Cooperative and underground fiber optic and discontinued telephone lines from TDS Telecom are on site, with no anticipated conflicts.
