About this opportunity
The Oregon Department of Corrections is soliciting bids on maple syrup under ITB format, with bids due July 24, 2026 at 9:00 a.m. (PST) and clarification questions due July 17 at 9:00 a.m. (PST). A combined 10% preference applies to bidders meeting either of two criteria: Oregon goods fabricated or processed entirely in Oregon (5%), or bidders headquartered in Oregon (5%).
The procurement calls for 960 cases of maple syrup meeting USDA Commercial Item Description A-A-20124E standards, including Brix content of 67 or higher with viscosity of 150, sugar content not exceeding 20 grams per 100 grams serving, and non-glass containers with a minimum 12-month shelf life remaining at delivery. Delivery is to the ODOC Central Distribution Center in Salem, Oregon, within 45 days after receipt of order. One full truckload (approximately 40,000 pounds) is estimated. All goods must be palletized and delivered FOB destination with transportation and handling charges prepaid by the contractor.
Historical cost was $26.70 per case as of August 2025. The previous award was to Intersect USA. Bidders may submit bids for any amount between 50% and 100% of the requested quantity. The ODOC reserves the right to award to one or more responsible bidders submitting the lowest responsive bid. Payment is normally made within 30 days following delivery and acceptance. All bids must be submitted through OREGONBUYS; email submissions are no longer accepted. The ODOC does not allow protests per ORS 421.438(2) and OAR 291-164-0120(1)(a)(F).
