About this opportunity

The Swart-Wilcox Barn Project is a comprehensive historic preservation and community development initiative located in Orleans County, New York, scheduled for procurement between August 13, 2025, and September 9, 2025. The project will be constructed under four prime contracts: general, electrical, plumbing, and mechanical, with specific scope including selective site clearing, barn relocation, parking lot development, and infrastructure construction. The primary deliverables involve relocating an existing barn, preserving its primary structural frames and facade, constructing a new parking lot with striping, resurfacing the existing driveway, and establishing new service connections for water, sewer, and underground electrical. Key project objectives include site work, new superstructure and foundation construction, and complete restoration of disturbed areas. Required qualifications likely include experience in historic preservation, site development, and multi-contract construction management. Contractors must be prepared to submit comprehensive proposals addressing all specified project requirements by the September 9, 2025 due date, with work encompassing precise architectural restoration and modern infrastructure integration.

While no specific set-aside designations or disadvantaged enterprise requirements are explicitly stated in the documentation, the project appears to be a public infrastructure development focusing on historical architectural preservation. The project involves relocating a barn originally situated at 405 Wightman Road in Milford, New York, and transforming it into an approximately 6,000 square foot multi-purpose community space. Though exact budget figures are not provided, the comprehensive nature of the project, involving multiple contract types and extensive site modifications, suggests a significant investment. The project will require contractors capable of carefully dismantling, transporting, and reassembling historical timber framing while simultaneously developing modern site infrastructure. Potential bidders should demonstrate expertise in historic preservation techniques, complex site development, and the ability to coordinate across general, electrical, plumbing, and mechanical contract domains. The multi-phased approach and detailed preservation requirements indicate this is a sophisticated public works project with substantial technical and historical complexity.
