About this opportunity

Cal Poly Corporation, through its Partners division, is seeking Statements of Qualifications (SOQ) from qualified General Contractors for Construction Manager services supporting the restoration of Swanton Pacific Ranch. The procurement utilizes a Task Order-Construction Agreement for Multiple Projects Master Enabling Agreement (TO-CA MEA) delivery method, which involves two primary agreement types: a preconstruction phase task order and individual project construction agreements. Selected contractors will collaborate with Cal Poly to develop project constructability, cost, and scheduling details, ultimately generating a Lump Sum Price or Guaranteed Maximum Price (GMP) proposal for each project. Contractors must possess a B License and will be evaluated based on their ability to provide comprehensive construction management services across multiple restoration projects. The Request for Qualifications (#27125) was posted on September 24, 2025, with responses due by October 24, 2025. Interested vendors must register on Public Purchase (https://www.publicpurchase.com/gems/bid/bidView?bidId=205337) and complete vendor registration with Cal Poly.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. The contract spans jurisdictions including San Luis Obispo County and San Francisco City in California, suggesting potential for diverse project locations. While specific budget ranges are not disclosed, the master enabling agreement structure implies flexibility in project scope and potential contract values. The procurement process allows for potential contract termination if Cal Poly and the selected contractor cannot agree on pricing, providing the agency with negotiation flexibility. Vendors must demonstrate comprehensive construction management capabilities, particularly for ranch restoration projects. The multi-project approach suggests a potentially significant overall contract value, though exact financial details are not provided in the available documentation. Prospective contractors should carefully review the full Request for Qualifications document on the Public Purchase platform for complete details about submission requirements and evaluation criteria.
