About this opportunity

The Maryland Environmental Service (MES) is soliciting proposals for a comprehensive design and construction project involving the replacement of the entrance culvert bridge at Swallow Falls State Park in Oakland, Maryland. This Request for Proposals (RFP) seeks a qualified contractor to complete the full design and construction improvements with a strict project timeline of 150 consecutive calendar days from the Notice to Proceed. The project requires detailed engineering design and physical construction of the culvert bridge, with specific restrictions on work schedules including mandatory prior approval for weekend and holiday work. The RFP is structured as a single contract award, emphasizing a comprehensive approach to the infrastructure improvement. Key project deliverables will include complete engineering plans, construction implementation, and final bridge replacement that meets MES specifications. The proposal is due by September 2, 2025, with the original posting date of July 21, 2025, providing potential bidders approximately six weeks to prepare and submit comprehensive proposals.

The procurement includes a specific Minority Business Enterprise (MBE) goal of 10%, indicating a commitment to supporting diverse business participation. The contract opportunity spans jurisdictions including Harford County and National CDP, suggesting potential broader regional impact. While specific budget ranges are not explicitly detailed in the provided documentation, the complexity of a culvert bridge replacement typically involves significant engineering and construction costs. The project appears to have no explicit restrictions on vendor type beyond the MBE participation goal, allowing qualified engineering and construction firms to compete. The Maryland Environmental Service will likely evaluate proposals based on technical capability, design approach, project timeline adherence, and MBE goal compliance. Potential bidders should be prepared to demonstrate expertise in infrastructure design, bridge replacement techniques, and environmental conservation considerations specific to state park settings.
