Work is entirely within the corporate limits of the City of Bentonville and must comply with City of Bentonville Standards and Specifications, Arkansas Department of Environmental Quality requirements, and the 2014 Arkansas State Highway and Transportation Department Standard Specifications for Highway Construction. The 64-sheet construction plan set was printed June 27, 2026, and includes site plans, utility coordination, geometric data, channel and pond profiles, and detail sheets. Utility coordination is required with Bentonville Electric Utility Department, AT&T, Cox Communications, Black Hills Energy, and the Fire Department.
Substantial completion is required within 180 days of contract commencement; final completion within 210 days. Liquidated damages apply for failure to meet these dates; specific daily amounts are to be determined. Bidders must submit a 5 percent bid bond or certified check, performance and payment bonds equal to the total bid price upon award, and three references from similar projects completed within the last two years. Arkansas state business authority or contractor's license and evidence of financial stability and bonding capacity are required. The City encourages qualified small, minority-owned, and women-owned business enterprises to bid and requests that general contractors consider these groups for subcontracted work. Monthly progress payments are made at 95 percent of completed work value with 5 percent retainage; upon substantial completion, payment increases to 100 percent less estimated punch-list value.
