About this opportunity
The State of Maine is requesting bids on a suspended ceiling and grid system for the Calais Armory renovation, with bids due June 9, 2010. No substitutions are permitted; all materials must be Armstrong-brand components specified in the attached bill of materials.
The scope comprises Armstrong XL8300 main runners (12-foot, quantity 2), XL8323 and XL8340 cross braces (2-foot and 4-foot, quantities 4 each), and Model 925 ceiling tiles in 2'×2' format (quantity 29), all white. Delivery is to the Calais Armory at 53 Calais Avenue, Calais, Maine 04619. Bidders must submit separate unit prices for each item using the prescribed spreadsheet format provided and include delivery cost estimates. All transportation charges, including freight and express delivery, must be prepaid and borne by the contractor.
Award will be made to the lowest responsible bidder on a best-value basis, with consideration of quality, conformity with specifications, delivery date, and ultimate cost. Cash discounts of 20 days or more will be considered in determining the lowest bidder; discounts under 20 days will not be considered. The State is exempt from Federal taxes and Maine sales and use taxes; bidders should quote accordingly. In the event of a tied bid, preference will be given to in-state bidders or those offering Maine-produced commodities. The Division of Purchases reserves the right to reject any or all bids, waive formalities, and increase or decrease quantities by up to 10 percent.
Bidders must contact David Pelletier at 207-626-7848 or (RET)1SG Phil Ceaser at 207-624-2321 prior to delivery coordination. Electronic submissions are required and should be directed to the State of Maine Military Bureau at Camp Keyes, Building #8, Augusta. Late submissions will be rejected. Contractors must comply with all applicable Federal, State, and local laws, including chemical substance identification requirements for hazardous materials, and cannot assign or sublet without written consent from the Director.
