About this opportunity
Liberty County Board of Commissioners is soliciting sealed bids for construction of the Susie King Taylor Freedom Park at Jones Creek amphitheater, with a mandatory pre-bid meeting on November 3, 2026 at 2:00 p.m. at the commissioners' office and bids due November 17, 2026 at 2:00 p.m. local time. The project carries a Minority/Women Business Enterprise participation goal of 10% MBE and 3% WBE, totaling 13%, and M/WBE documents must be submitted in a separate sealed envelope, with failure to do so possibly resulting in bid rejection.
The scope is construction of a small outdoor amphitheater designed for approximately 50 people, including brick pavers, concrete benches, a raised concrete platform, and minor electrical work. Bids must use the provided bid form, with prices stated in both words and figures, and must be accompanied by a bid bond of at least 5% of the lump-sum bid amount, drawn in favor of the county. The awarded bidder must execute a contract and furnish performance and payment bonds, each equal to 100% of the contract amount, within ten days of notification. The bid bond is forfeited as liquidated damages if these requirements are not met.
Bidders must register by obtaining the bid packet and plans and specifications from T. R. Long Engineering, P.C., 114 North Commerce Street, Hinesville, Georgia, for a non-refundable fee of $150.00. Drawings and specifications are also available for public inspection at the county office and the engineer's office and online at trlongeng.com. Bids are publicly opened and read at 112 North Main Street, Hinesville, and cannot be withdrawn for sixty days after the closing time. The board reserves the right to reject any or all bids and to waive informalities.
