About this opportunity
The County of Orange, through OC Waste & Recycling, is issuing an Invitation for Bid (IFB-299-3004402-JDW) for Survey Equipment and Related Services to support operations across five Orange County landfill facilities: Santiago Canyon, Prima Deshecha, Olinda Alpha, Coyote Canyon, and Frank R. Bowerman Landfills. The procurement encompasses 24 line items including survey paint, ribbon flagging, target panels, level rods, survey lath, stakes, measuring wheels, and specialized surveying instruments such as Leica Total Stations, tripods, prisms, and tribrachs. The awarded contractor must maintain an annual published catalog with firm pricing, operate a stocking location within 20 miles of Santa Ana with minimum eight-hour daily availability Monday through Friday, provide telephone support during business hours, and allow product returns and exchanges within 30 days. All unit prices are quoted for will-call pickup, with shipping via UPS or FedEx ground available at standard rates upon request. Qualified bidders must be registered in good standing with the California Secretary of State, possess valid Federal Taxpayer ID, DUNS, and UEI numbers, and comply with all County terms and conditions without exceptions unless formally documented with detailed justification. The contract will be awarded to the lowest responsive, responsible bidder based on firm pricing that remains fixed for the entire contract term. Bids must be submitted electronically through the County's eProcurement Portal by April 24, 2026, at 2:00 PM, with all questions submitted through the solicitation's Question & Answer section; bids remain valid for 365 days following the solicitation closing date.
The solicitation includes a five percent preference deduction for all confirmed Orange County Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE) certified bidders during evaluation, with a maximum allowable preference deduction of $100,000; however, if the lowest bidder is OCLSB or DVBE certified, the contract will be awarded at that certified bidder's original bid price. All bidders must complete required certification forms including Certification Regarding Debarment and the Levine Act Campaign Contribution Disclosure Form. The initial contract term begins July 1, 2026, and continues for one calendar year with four optional one-year renewal periods subject to mutual written agreement and County Board of Supervisors approval; no price increases are permitted during the first year, and any subsequent adjustments require 10-day advance notice and documented proof of cost increases with no retroactive adjustments permitted. The contractor must guarantee that quoted prices are equal to or less than prices offered to other local, state, or federal government entities. Miscellaneous items may be purchased off-contract in amounts not exceeding $1,000 per item and $25,000 total for the contract life. Payment will be made in arrears within 30 days of invoice receipt, with the contractor responsible for all delivery costs; the specific contract value and payment terms will be detailed in Attachment B of the final model contract.
