About this opportunity
Washington County Health and Human Services — Behavioral Health's Addictions Program is soliciting Letters of Interest from qualified providers to deliver Supported Capacity for Dependent Children Whose Parents are in Residential SUD Treatment services in Washington County, Oregon, with responses due September 4, 2026 at 4:00 p.m. Contract awards will run from July 1, 2027 through June 30, 2032 with annual renewal options.
Providers must hold a current OHA license under OAR 415-012-0000 through 415-012-0090, be enrolled in the Resilience Outcomes Analysis and Data Submission (ROADS) system, and own or lease a licensed residential treatment facility within Washington County with capacity to house both treatment participants and their dependent children age 18 and younger. This is a service-capacity constraint — the provider's facility must accommodate children alongside parents in residential SUD treatment.
Providers must maintain comprehensive insurance prior to contract execution: General Liability ($500,000), Worker's Compensation, Automobile Liability ($1 million/$2 million), Professional Liability ($1 million/$3 million), Cyber-Security Insurance, and Sexual Abuse and Molestation Liability ($3 million for vulnerable populations). Services must comply with applicable Oregon Administrative Rules, be evidence-based or promising practice, comply with 42 CFR Part 2 regarding substance use disorder confidentiality, and include quality assurance processes, quarterly ROADS data attestations, and participation in periodic compliance reviews and check-in meetings.
Contract amounts are not fixed and will be determined based on services provided, utilization, capacity to deliver services, and negotiated budgets. Washington County reserves the right to provide unequal funding among providers and variable funding year to year. If the number of respondents does not exceed the number of available contracts, the County reserves the right to negotiate directly with responding providers and forego a formal RFP process. Questions are due August 28, 2026 at 5:00 p.m. Contractor selection is scheduled for September 11, 2026. Responses must be submitted electronically through the OpenGov procurement portal.
