About this opportunity
Maryland Environmental Service is soliciting competitive sealed bids for as-needed general labor services at its solid waste facilities, with bids due December 4, 2026. The solicitation is titled "MBE 5% SBR Procurement," and the source text does not expand that designation, so the eligibility terms should be confirmed against the full solicitation before bid preparation. Bids are accepted only electronically through the MES Procurement Portal (menv.bonfirehub.com). Mailed, emailed, faxed, and hand-delivered bids are not accepted, and the portal closes submissions at the due date. Conditioning a bid makes it non-responsive under COMAR 21.05.02.22. Bids open publicly, and bidders may attend through a shared link.
Work covers general labor at the Midshore I Transfer Station and Landfill and Midshore II Landfill, both MES-operated, and at Caroline County Homeowner Dropoff facilities at Holly Road, Melville, Federalsburg, and Preston. The MES Manager at each facility sets daily headcount at their discretion, with requests submitted 18 hours in advance. Workers must communicate effectively in spoken English.
