About this opportunity
Orange County, Florida, is requesting sealed bids for supply and installation of traffic signal equipment under Project Y26-181, with bids due electronically by 4:00 PM EST on July 21, 2026, and a non-mandatory pre-bid meeting scheduled for June 19 at 11:00 AM via WebEx. A Service Disabled Veteran Business preference applies, allowing award to a registered SDVB respondent if the bid does not exceed the overall lowest responsive and responsible bid by 3% to 8%, depending on bid amount ranges.
All traffic signal equipment must be listed on the Florida Department of Transportation's Approved Products List and conform to Orange County's Traffic Signal General Notes and Miscellaneous Details sheets. Bidders must provide references and comply with specified licensing requirements, maintain Commercial General Liability and Workers' Compensation insurance, and furnish Performance and Payment Bonds equal to the contract amount when the contract exceeds $100,000. Unit prices and lump sums for line items must include all costs—mobilization, maintenance of traffic, insurance, bonds, overhead, and profit.
The estimated project cost is $20 million over five years. The contract will commence upon execution and run for an initial twelve-month period, with options to renew for two additional twelve-month periods (thirty-six months maximum). Original contract prices are firm for the initial one-year period; thereafter, price escalation or de-escalation may be requested at one-year intervals based on the Consumer Price Index (CPI-U), with maximum allowable increases not to exceed 4% unless authorized by the Manager of the Procurement Division. A bid bond, certified check, or cashier's check equal to at least 10% of the total estimated contract amount for the base period is required for responsiveness. The County reserves the right to award multiple contracts and will give priority consideration to the primary contractor after contract minimums are satisfied. Questions are due June 29, 2026, at 4:00 PM EST.
