About this opportunity

The Maryland Environmental Service (MES) is soliciting competitive sealed bids for the supply and hauling of select fill material to the Masonville Dredged Material Containment Facility (DMCF) located at 3030 Childs Street in Baltimore, Maryland. This procurement is being conducted on behalf of the Maryland Port Administration (MPA) and seeks a qualified contractor to deliver fill material for specific site construction purposes, including fall protection, stockpiling, ramp, and pump pad construction. Electronic bids must be submitted exclusively through the MES Procurement Portal (https://menv.bonfirehub.com/) by September 11, 2025, with no alternative submission methods accepted. Mailed, emailed, faxed, or hand-delivered bids will be deemed non-responsive. Bidders are advised that conditioning a bid will result in automatic disqualification per COMAR 21.05.02.22. The bid opening will occur electronically in a public format, with bidders able to attend through a shared link, and a bid tabulation will be posted on the procurement portal within 48 hours of the opening. Potential bidders can follow up with the procurement department at procurement@menv.com to confirm bid receipt.

The solicitation includes a Minority Business Enterprise (MBE) requirement with a 25% participation goal, indicating a commitment to supporting diverse business participation. Contractors must demonstrate the capability to supply and deliver select fill material that meets the specific construction requirements of the Masonville DMCF site. While no specific award value or budget range is explicitly stated in the provided documentation, the procurement appears to be focused on a targeted infrastructure improvement project. The electronic-only submission process suggests a preference for technologically streamlined procurement methods. Bidders will need to carefully review the detailed specifications and requirements in the full solicitation documents to ensure compliance with MES procurement guidelines and the technical specifications for the fill material. The project's location at the Masonville DMCF indicates this is part of ongoing port infrastructure maintenance and development efforts in Baltimore County.
