About this opportunity

Clifton T. Perkins Hospital Center is requesting bids for supplemental locksmith services under a Small Business Reserve (SBR) procurement, with bids due July 13, 2026 at 2:00 p.m. and a pre-bid conference on July 9, 2026 at 9:00 a.m. via Google Meet. Award is limited to certified small businesses as defined by Maryland State Finance and Procurement Article 14-501 to 14-505 and certified by the Governor's Office of Small, Minority & Women Business Affairs (GOSBA).

The scope covers routine and emergency locksmith services at CTPHC, a maximum-security psychiatric facility in Jessup serving approximately 285 inpatient beds with Joint Commission accreditation. Services include lock installation, key cutting, repairs, modifications, lock-out and lock-in response, and maintenance across the campus. Contractors must hold Maryland locksmith licensing and registration, provide three professional references demonstrating three years of cumulative experience, and maintain $1 million commercial general liability, $1 million crime insurance, and $1 million workers' compensation coverage. Routine calls require 48-hour response time; emergency calls require two-hour response capability. All travel costs are included in base pricing.

The bid form structures pricing into four categories: locksmith routine hourly rate (20 estimated hours), technician routine hourly rate (7 estimated hours), locksmith overtime/emergency hourly rate (5 estimated hours), and technician overtime/emergency hourly rate (2 estimated hours), with a minimum of 2 hours per category. All rates must be fully loaded, including labor, overhead, profit, administrative expenses, and fuel and travel charges. The contract value does not exceed $50,000 for a one-year base period commencing approximately July 18, 2026, with no renewal options, on an indefinite-quantity, time-and-materials basis at fixed unit prices.

Written questions are due July 8, 2026 at 12:00 p.m. Public bid opening is scheduled for July 14, 2026 at 9:00 a.m. Award will be made to the lowest responsive bid from a responsible bidder under the Small Procurement method (COMAR 21.05.07). No federal funding is involved.
