About this opportunity
This opportunity has already closed. Gwinnett County, Georgia issued an informal quote solicitation for supplemental laboratory analysis services on June 1, 2023, with quotes due June 15, 2023 at 3:00 p.m. The contract was awarded to Eurofins Environment Testing Southeast, LLC on June 27, 2023.
The scope covers laboratory analysis of fats, oils, and grease (FOG) and high-strength organic wastes (HSW) outside the existing contract, across five analytical sections: Priority Pollutants (Section A), Priority Pollutants for Soils (Section B), Conventional Pollutants (Section C), Conventional Pollutants for Soils (D), and Low-Level Volatile Fatty Acid analysis (Section E). Estimated volumes ranged from 4 to 20 samples per item. Laboratories were required to maintain Georgia EPD approval for wastewater, ambient stream, and stormwater analyses; comply with applicable EPA methods and Georgia Rules and Regulations for Water Quality Control and Commercial Environmental Laboratories; submit current Quality Control/Quality Assurance manuals; and be geographically located within Barrow, DeKalb, Forsyth, Fulton, Gwinnett, Hall, Rockdale, or Walton Counties for hand-delivery of samples. Samples must be held for a minimum of 90 days post-analysis.
The contract term ran from June 27, 2023 through September 16, 2023 (three months) with one optional 12-month renewal period. Bidders had to quote three turnaround time options—48 hours, 72 hours, and 5 days—with the 5-day turnaround serving as the base bid. All costs including sample containers, shipping, and after-hours drop-off charges were to be included in quoted price per test. The total award to Eurofins was $7,536.00. Award was made to the lowest responsive and responsible vendor; the County reserved the right to split awards among multiple qualified contractors.
