About this opportunity

SUNY Oswego has issued a Request for Proposal (RFP) for Phase 2 of its comprehensive branding initiative, seeking qualified branding and marketing partners to implement a new brand strategy across multiple domains. The RFP encompasses three distinct project areas: Brand Identity System, Visual Language & Guidelines; Digital Brand Implementation (with an optional Slate CRM Portal Audit); and Marketing Collateral Rollout. Vendors may bid on individual components or the entire project scope, with work anticipated to commence in December 2025. The procurement will result in a 2-year contract with an optional 1-year extension. Evaluation of proposals will be comprehensive, with a 75% weight on technical merit and 25% on cost. Technical proposal scoring will be based on proposal response (65%), presentation (5%), and MWBE participation (5%). The submission deadline is Monday, September 22, 2025, at 4:00 PM EST, with bidders required to demonstrate expertise in brand development, digital implementation, and marketing collateral creation.

The contract includes specific diversity requirements, with a 30% Minority and Women-Owned Business Enterprises (MWBE) participation goal, broken down as 15% for Minority-Owned Business Enterprises and 15% for Women-Owned Business Enterprises. Additionally, there is a 6% Service-Disabled Veteran-Owned Business Contracting Goal. Bidders must submit a detailed MWBE Utilization Plan as part of their proposal. While no incumbent vendors are listed for identical or substantially similar contracts in the past five years, SUNY Oswego reserves the right to award contracts to multiple bidders for separate projects or project groups. The university will make final selections based on the highest composite score, ensuring that all bidders meet required qualifications and diversity requirements. Proposals will be evaluated across Oswego County and potentially all New York State counties, with SUNY Oswego exempt from sales tax. Though specific budget ranges are not explicitly stated, the comprehensive nature of the branding initiative suggests a significant investment in reimagining the university's visual and strategic identity.
