About this opportunity

Van Zandt County is soliciting sealed electronic bids for water, sanitary sewer, drainage, and paving infrastructure across three sections of Sunterra Lakes North (Sections 8 and 9) and Street Dedication Section 1, with bids due September 8, 2026 at 9:00 a.m. and public opening via teleconference.

The scope encompasses multiple base and alternate bids. Base Bid No. 1 covers mobilization, water distribution (approximately 3,745 linear feet of 8-inch waterline), sanitary sewer (approximately 3,875 linear feet of 8-inch pipe with 20 standard and extra-depth manholes), and storm sewer systems (approximately 3,650 linear feet of reinforced concrete pipe ranging from 24 to 54 inches with drainage structures and swale armoring). Base Bid No. 2 addresses similar utility infrastructure for Street Dedication Section 1 with 12-inch and 8-inch waterlines and 8-inch and 12-inch sanitary sewer pipes. Alternate Bids No. 1 and 2 include reinforced concrete pavement, curbs, curb ramps, and traffic control devices. Alternate Bids No. 3 and 4 cover water, sanitary, drainage, and paving facilities for Section 9. Fixed prices for professional services are established: utility construction staking at $16,775 for Section 8 and $8,075 for Street Dedication Section 1; as-built surveys at $3,750 each.

Construction phases have maximum timeframes ranging from 10 to 160 calendar days from Notice to Proceed. Liquidated damages are $500 per day for delays. Bidders must submit a certified or cashier's check equal to 5 percent of the maximum total bid amount or a bid bond for contracts exceeding $250,000. The successful bidder must execute Performance and Payment Bonds for 100 percent of the contract sum and a Waller County Construction Bond for 100 percent of paving and drainage facilities within the right-of-way. Bidders must submit a completed, notarized Certificate of Interested Parties (Form 1295) with their bid or upon contract award. The contractor assumes responsibility for all required permits at no additional cost to the owner except as specifically exempted. No bid may be withdrawn for 90 days after opening.
