About this opportunity
Palm Beach County's Purchasing Department issued a Request for Quotation (RFQ) on March 23, 2016, for the purchase and delivery of sunscreen products under a 12-month term contract with four optional renewal periods. The procurement seeks three distinct sunscreen items: sunscreen towelettes (ZEP, INC. #1421 or equivalent) with a minimum SPF 30 rating in an estimated quantity of 5,150 units over 12 months; broad spectrum sunscreen bottles (ROCKY MOUNTAIN SUNSCREEN #25020 or equivalent) with a minimum SPF 50 rating in an estimated quantity of 818 units; and broad spectrum sunscreen in one-gallon pump bottles (ROCKY MOUNTAIN SUNSCREEN #25090 or equivalent) with a minimum SPF 50 rating in an estimated quantity of 6 gallons. All quotations must be received by April 6, 2016, at 4:00 p.m. Palm Beach County Local Time, with faxed or e-mailed responses acceptable. Delivery is required within ten business days after receipt of a delivery order on an F.O.B. destination basis to the Palm Beach County Purchasing Warehouse at 2455 Vista Parkway, West Palm Beach, Florida 33411. Pricing must be firm and fixed with single unit prices presented to four decimal points with no modifying or escalation clauses. The County will award on an item-by-item basis to the lowest responsive and responsible bidder and reserves the right to adjust quantities or rebid if the anticipated contract value is exceeded.
A five percent local preference applies to vendors with a permanent place of business in Palm Beach County or the Glades, contingent upon submission of a completed Certification of Business Location and valid Business Tax Receipt. Small Business Enterprise (SBE) certified vendors within ten percent of the lowest bid receive award consideration. All vendors must comply with Palm Beach County's non-discrimination policy, submit Safety Data Sheets for any toxic substances, and pass a criminal history records check if applicable. The anticipated contract value over the initial 12-month period is $7,000, with the County exempting itself from Federal and State taxes and payments governed by the Florida Prompt Payment Act. No incumbent vendors or existing infrastructure integration requirements were specified in the procurement documentation.
