About this opportunity

The St. Johns River Water Management District Governing Board is requesting sealed bids under IFB 42832 for a per-ton timber sale of approximately 331.6 acres in the Sunnyhill Restoration Area, Marion County, Florida, with bids due November 10, 2026 at 2:00 p.m. No set-aside or preference program applies. Bids may be submitted through eBidding via DemandStar or Central Bidding, or by sealed mail delivery, and must be delivered to District Headquarters in Palatka, Florida.

The sale combines 253.2 acres of marked mature slash pine, with harvest trees identified by blue paint at eye level, and 78.4 acres of logger-select thinning to a basal area of 40 to 45 square feet per acre. Stand 1902074A is optional for thinning, and the Purchaser may harvest poor-quality trees and thin dense pockets with prior approval from the District's Project Manager. The District estimates 3,815 tons of pine pulpwood, 1,775 tons of chip-n-saw, and 1,178 tons of sawtimber, but does not guarantee those volumes. Compensation is per ton on net load weight before dockage or cull deductions, at prices bid for each product type. The logging crew supervisor must hold current certification from an SFI-approved logger training program.

Insurance requires $1 million per occurrence general liability coverage with the District as additional insured, plus workers' compensation. Respondents must verify employment eligibility through E-Verify. Before Agreement execution, the awardee must pay an advance of 20 percent of the estimated timber sale value, credited without interest to initial weekly payments once harvesting begins, plus a non-refundable $5,000 security deposit. Weekly payments must accompany settlement summary sheets and load tickets.

The contract term is 12 months from the Effective Date, with a Completion Date contingent on harvest commencement and performance. The District recommends site visits using the vehicular access letter (Exhibit A) and reserves the right to reject any or all bids, terminate for convenience or cause, and restrict future timber sales from respondents who fail to comply with harvest specifications or material obligations. Attachments include the IFB, a locator map (Attachment B), and a sale area map (Attachment C).

Opportunity text

The Governing Board of the St. Johns River Water Management District is requesting sealed bids for a per ton timber sale comprised of approximately 331.6 acres ("Sale Area") within the Sunnyhill Restoration Area, located in Marion County, Florida. The Sale Area is in Section 12; Township 17 South; Range 24 East. Sale boundaries include roads, firebreaks, swamps, and obvious changes in timber type. (Maps are included in the attached agreement.)

This timber sale includes marked timber and logger-select thinning. The marked area consists of 253.2 acres of mature slash pine, with harvest trees identified by blue paint at eye level. These trees were established approximately 38 years ago and thinned 16 years ago. The logger select area comprises 78.4 acres of mature slash pine to be thinned to a basal area of 40 to 45 square feet per acre. Stand 1902074A is optional for thinning. Although its overall density is already sufficiently low, the Purchaser may harvest poor-quality trees and thin dense pockets with prior approval from the District's Project Manager. In logger-select areas, the thinning prescription is to first remove diseased, defective, and suppressed trees, then remove enough intermediate and codominant trees to achieve the desired density. The District estimates the volume of timber conveyed in this Agreement to be 3,815 tons of pine pulpwood, 1,775 tons of chip-n-saw, 1,178 tons of sawtimber, but there is no guarantee that the volume is present.
