About this opportunity

The Oregon Department of Corrections (ODOC) Purchasing/Contracts Division is soliciting bids under Invitation to Bid for brown and white granulated sugar, with clarification requests due November 12, 2026 at 9:00 a.m. PST and bids due November 19, 2026 at 9:00 a.m. PST. ODOC applies a five percent preference for Oregon goods fabricated or processed entirely in Oregon and a five percent preference for resident bidders headquartered in Oregon, for a total possible preference of ten percent. Bidders claiming either preference must submit Attachment A with their bids.

The solicitation covers 42,500 pounds of brown sugar and 127,500 pounds of white granulated sugar, delivered to the ODOC Central Distribution Center in Salem, Oregon. Brown sugar must meet USDA Commercial Item Description A-A-20135E as Type II, Style A (light) or B (dark). White granulated sugar must meet the same standard as Type I, Style A (fine or extra fine) or B (superfine). Both products must be free-flowing and completely dissolvable. All goods must comply with FDA/USDA standards, carry at least one year of shelf life remaining before the best use by date, and conform to Current Good Manufacturing Practice standards.

Pricing must be FOB Destination and include all transportation, fuel surcharges, and delivery charges. Pallet charges are not permitted, and ODOC does not participate in pallet exchange. Goods must be palletized on American standard wood pallets with four-way fork lift entry, stretch-wrapped, and capped at 2,500 pounds per pallet. Bids must be submitted through OREGONBUYS and include product identification, unit pricing with no more than four decimal places, nutrition labels, ingredient lists, product photographs, and manufacture and best-use dates.

The previous award holder, Alpine Food, supplied brown sugar at $0.6696 per pound and white granulated sugar at $0.5584 per pound as of July 2026. Awards go to the lowest responsive, responsible bidder or bidders, and ODOC may split awards by line item or for partial quantities. Protests are not permitted under ORS 421.438(2) and OAR 291-164-0120(1)(a)(F).
