About this opportunity
The Oregon Department of Corrections is requesting bids on approximately 42,500 pounds of food-grade powdered sugar under ITB, with bids due August 21, 2026 at 9:00 AM Pacific Standard Time. A maximum 10% preference applies to Oregon-manufactured or processed goods (5%) and resident bidders headquartered in Oregon (5%).
Bidders may submit bids for any quantity from 50% to 100% of the requested amount. The product must meet USDA Commercial Item Description (CID) A-A-20135E standards for refined sugar, conform to FDA/USDA food safety regulations, and have a minimum one-year shelf life remaining at delivery. Delivery is to the Oregon Department of Corrections Central Distribution Center in Salem and must occur within 21 days after receipt of purchase order or as scheduled by warehouse staff. All goods require palletization and proper labeling. Pricing must be submitted per unit with no more than four decimal places and include all transportation, fuel surcharge, and delivery charges on an FOB Destination basis.
The estimated contract value reflects the incumbent contractor Alpine Food's previous award at $0.6048 per pound in January 2026. Questions and clarification requests are due August 14, 2026 at 9:00 AM PST. Award will be made to the lowest responsive, responsible bidder meeting all specifications; ODOC reserves the right to award to one or more bidders or reject all bids. All procurement inquiries should be directed to Ben Hittle, Procurement/Contracts Specialist, at docfoodbuy@doc.oregon.gov.
