About this opportunity

The Maryland Department of Health (MDH), through its Behavioral Health Administration (BHA), is issuing a Request for Applications (RFA) for the Maryland Addiction Consultation Service (MACS) project. The RFA seeks to provide substance use disorder-specific consultation to medical providers, primarily related to the use of buprenorphine, with the goal of increasing the number of eligible buprenorphine prescribers and supporting those already prescribing buprenorphine or other medications for opioid use disorder. The selected applicant will promote informed choices regarding buprenorphine use through public awareness, telephone consultation, training, technical assistance, and data collection. The services will be provided virtually and in-person across all 24 jurisdictions in Maryland, with the applicant having a central headquarters. The RFA specifies that the Department intends to make a single award not to exceed $2,800,000 per year, with a contract duration of five years (three base years and two option years). Applicants must meet mandatory requirements, including being a social organization, having five years of relevant experience, and being certified by an insurance liability company. The application must be submitted electronically via eMaryland Marketplace Advantage (eMMA) by April 15, 2024 no later than 2:00 PM EST, and the award will be based on the most advantageous application, considering both technical and financial factors.

The RFA does not specify any set-aside designations or restrictions on the types of organizations that can respond. The provided documentation does not mention any incumbent vendors or current contractors, nor any existing infrastructure or technology that requires integration. The RFA indicates that the Department intends to make a single award not to exceed $2,800,000 per year, but does not provide any additional details on the award value or budget ranges.
