About this opportunity

The County of Orange, California, OC Public Works is issuing an Invitation for Bids (IFB #IFB-080-3034801-RN) for the procurement of one Flygt N 3202 submersible pump unit to replace an aging 8-inch sump pump at the Los Alamitos Pump Station. The primary objective is to ensure reliable pump operation during storm events and high-flow conditions, as the facility has experienced multiple pump failures that increase the risk of operational downtime and internal flooding. The submersible pump must be equipped with specific technical specifications, including a 460-volt, 3-phase, 60-hertz, 45-horsepower motor; a 641 hard iron impeller; and 50 feet of submersible cable with an FLS leakage detector, along with a Flygt MiniCAS Pump Sensor Monitor. All products must be new, and bidders must be authorized Flygt submersible pump dealers located within a 100-mile radius of Orange County with no substitutions or equivalent makes permitted. Delivery must occur within the specified timeframe after contract issuance to 222 East Bristol Lane, Orange, California 92865, Monday through Thursday between 7:00 a.m. and 2:00 p.m., excluding County holidays. Bidders must submit electronic bids through the County's eProcurement Portal at https://procurement.opengov.com/portal/ocgov by April 27, 2026, at 2:00 p.m., with the deadline for requesting clarifications set for Monday, April 13, 2026, at 2:00 p.m. The County will award the contract to the lowest responsive, responsible bidder meeting all specifications and requirements, and bids will remain valid for 120 days following the solicitation closing date.

Certified Orange County Local Small Business (OCLSB) bidders are eligible for a 5 percent preference deduction applied to their bid prices for evaluation purposes, with a maximum allowable preference of $100,000; however, Disabled Veteran Business Enterprise (DVBE) preference is not applicable to this public works project. Bidders must submit required documentation including proof of California Secretary of State registration, D-U-N-S numbers, current licenses, references, debarment certifications, and the Levine Act Campaign Contribution Disclosure Form. Upon contract award, the selected contractor must provide certificates of insurance with additional insured endorsements and submit signed W-9 forms or 587/590 forms for out-of-state vendors within seven days of notification. The contract is a firm fixed-fee agreement with a total compensation not to exceed $67,566.76, which includes the Flygt MiniCAS Pump Sensor Monitor, the Model NP-3202.095 pump, freight charges, and applicable sales tax, with all transportation and delivery charges prepaid by the contractor on an F.O.B. Destination basis. The contract term is one calendar year from the execution date with no automatic renewal unless approved by the County Board of Supervisors, and no price increases are permitted during the first year, though all price decreases automatically extend to the County. Performance and Labor and Material Payment Bonds are required, with the bonding requirement amounts to be specified in the final contract.
