About this opportunity
The City of Phoenix is requesting qualifications for construction administration and inspection services for the 91st Avenue Wastewater Treatment Plant pipe and equipment coating project, with statements of qualifications due October 23, 2026 at 12:00 p.m. Phoenix time via the City's Procurement Portal.
The scope encompasses technical evaluation of protective coating systems on wastewater equipment, piping, and process structures, including coating-failure analysis, composition and physical-property testing, specification review and document preparation, cost estimation for coating options, staff training, and construction administration during rehabilitation and replacement work. The estimated annual construction cost is $740,000. Prior City of Phoenix project experience is not required. All selected consultants must use UNIFIER, the City's web-based project management database application.
The City will evaluate qualifications on a weighted basis: Construction Administration and Inspection Experience of the Prime Firm (300 points, 29.4%), Construction Administration and Inspection Experience of Key Personnel and Subconsultants (250 points, 24.5%), Project Understanding and Approach (300 points, 29.4%), Staffing Information for Key Personnel (150 points, 14.7%), and Reference Checks (21 points, 2.1% — up to three references, each worth up to 7 points). Reference evaluations must be submitted by October 23, 2026 to soq.referencechecks@phoenix.gov and become public record. Statements of qualifications are limited to ten pages in PDF format. Firms must be pre-registered as vendors in the City's Vendor Management System.
A pre-submittal meeting is scheduled for 11:00 a.m. Phoenix time on October 14, 2026 at City Hall (200 W. Washington St., 8th Floor, East Conference Room), with remote access via Microsoft Teams. The City expects to issue selection notifications in November 2026, hold a scope meeting in December 2026, and complete contract negotiations thereafter. The City reserves the right to reject any or all qualifications, conduct due diligence on the highest-rated team, and create a short list of three to five qualified teams for negotiations.
