About this opportunity
The City of Phoenix is requesting qualifications for Construction Manager at Risk (CMAR) services for the Sub-Regional Operating Group's 91st Avenue Wastewater Treatment Plant Aeration Rehabilitation project, with Statements of Qualifications due October 23, 2026 at 12:00 pm and a pre-submittal meeting on October 14 at 11:00 am.
The scope encompasses preconstruction and construction services for rehabilitation and replacement of aeration facilities, equipment, blowers, motors, piping, and ancillary support systems at the 560-acre treatment plant located at 5615 S 91st Avenue, Tolleson, Arizona. The design and construction work spans multiple fiscal years with multiple construction, equipment procurement, and installation packages. The estimated construction cost is $40 million. The selected firm will deliver the project through a Guaranteed Maximum Price (GMP) contract and is responsible for construction means and methods, subcontractor selection, and compliance with local and Small Business Enterprise (SBE) participation goals.
Firms must hold appropriate Arizona contractor licenses and provide a bonding statement from a Surety Company rated A- or better. Prior City of Phoenix CMAR experience is not required. The selected firm must utilize UNIFIER, the City's web-based project management database, and maintain all project records in electronic format.
Evaluation is weighted as follows: General Information (100 points, 9.8%), Experience and Qualifications of the Firm (250 points, 24.5%), Experience of Key Personnel (250 points, 24.5%), Understanding of the Project and Approach (400 points, 39.2%), and reference checks (21 points, 2.1%). Responding firms must submit three references via performance evaluation forms scored on seven criteria (business relationship, team consistency, problem-solving, on-time and on-budget delivery, quality of work, innovation, and willingness to contract again), each worth up to 7 points. Reference check forms are due by October 23 at 12:00 pm to soq.referencechecks@phoenix.gov. The City will select one to three firms for potential contract negotiation, with selection notification anticipated in mid-November 2026 and scope meetings in late November. Statements of Qualifications are limited to 12 pages maximum in PDF format with 10-point minimum font.
