About this opportunity
The Texas Health and Human Services Commission (HHSC), on behalf of HHSC and the Department of State Health Services (DSHS), is soliciting bids through an Invitation for Bids for an integrated small unmanned aerial vehicle (sUAV) detection system with mounted radiation detection equipment and mapping software for environmental radiation monitoring, with questions due November 9, 2026 at 10:30 a.m. Central Time and submissions due November 18, 2026. This is a proprietary sole-source procurement limited to RSI and ArcSky brand products and models, and only exact conformance to the specifications is eligible for award consideration.
The required system is an ArcSky drone with an RSI radiation detection probe, RSI detectors, and mapping software. The package includes miscellaneous accessories, factory training, on-site RSI training, shipping, and a one-year extended warranty on all equipment. The contractor must maintain trained technicians for installation, setup, and support and must meet a four-hour response requirement for service calls. Services are performed Monday through Friday, 8 a.m. to 5 p.m. Central Time.
Required insurance includes workers' compensation with employer's liability of $1,000,000 per accident, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, professional liability of $1,000,000, and umbrella liability of $1,000,000.
Pricing must be firm and fixed on the Exhibit C Pricing Sheet and cover all labor, equipment, materials, supplies, and related expenses. Bidders must submit a completed, signed HHS Solicitation Affirmations form (Exhibit A) and the Exhibit C Pricing Sheet or face disqualification. Evaluation prioritizes conformance with specifications and ability to meet performance delivery requirements, alongside price.
The place of performance is the DSHS facility at 3407 Pony Express Way, Amarillo, Texas 79118, within HHS Region 1. The contract begins upon award and runs through August 31, 2027, and HHSC reserves the right to extend it for up to one additional year at its sole discretion. Award is contingent upon Executive Commissioner approval. Clarification responses will be posted November 13, 2026.
