About this opportunity
The Fontana Unified School District (FUSD) in San Bernardino County, California, is issuing a Request for Proposal (RFP No. 25/26-0035) for Student Transportation Vehicle Services to provide safe, reliable, and efficient transportation for Transitional Kindergarten (TK) and Kindergarten (K) students from District school sites to Expanded Learning Opportunities Program (ELOP) locations or approved third-party partner sites on scheduled school days. Proposers must own or lease vehicles and may subcontract services subject to District approval, with all drivers required to maintain valid California driver licenses, pass annual background checks, complete first aid training, comply with drug and alcohol testing, and maintain satisfactory driving records. Services must operate on all instructional and non-instructional days in accordance with the District calendar, with pick-up times aligned to TK and K dismissal schedules. Pricing proposals must be submitted on a per-route and/or hourly basis with clearly identified add-on rates for transportation aides, accessibility accommodations, and supplemental services. The RFP documents became available on February 2, 2026, with a vendor clarification question deadline of February 11, 2026, at 2:00 p.m., and proposals must be submitted through the Procurement Portal no later than 2:00 p.m. on Wednesday, February 18, 2026. The tentative Governing Board Meeting for contract award is scheduled for March 4, 2026. Evaluation criteria include technical approach (10 percent), safety (60 percent), cost (20 percent), and experience (10 percent), with awards made to the proposer whose proposal is most advantageous to FUSD.
The agreement term is one year with two additional renewal options, not to exceed three years total, with prices firm for the initial contract term and potential increases of up to 5 percent or the Consumer Price Index for San Bernardino County, whichever is lower, for subsequent renewal years. Proposers must maintain comprehensive general liability insurance ($1,000,000 combined single limit), automobile liability coverage ($1,000,000 combined single limit), professional liability insurance ($1,000,000 per occurrence), cyber liability insurance ($2,000,000 per occurrence), workers' compensation insurance at statutory limits, and sexual abuse and molestation insurance ($1,000,000 per occurrence). All required certifications and declarations must be submitted with proposals, including non-collusion declarations, criminal records checks, workers' compensation certificates, and debarment certifications. The District does not guarantee minimum or maximum numbers of trips, miles, or hours and reserves the right to cancel the RFP at any time or limit quantities due to insufficient funds. No specific set-aside designations, disadvantaged enterprise restrictions, incumbent vendors, or budget ranges are indicated in the available documentation.
