About this opportunity
The Texas A&M University System Office of Procurement and Business Services is requesting proposals for an online student support services platform serving 13 member universities under RFP-01-OAA-26-278, with proposals due September 9, 2026 at 2:00 p.m. Central Time and a questions deadline of August 21, 2026. A 2% VetHUB subcontracting goal applies to contracts valued at $100,000 or more over the contract's life.
The platform must deliver innovative approaches in one or more of four service areas — Psychiatry Tele-Services, Success Coaching Tele-Services, Medical Tele-Services, and Mental Health Tele-Services — accessible via website, mobile application, and telephone to students across the A&M System. Proposals must demonstrate compliance with HIPAA, FERPA, and Web Content Accessibility Guidelines 2.1 Level AA. Respondents must provide at least three references from similar projects within the past three years, preferably from higher education institutions or public sector entities in Texas.
The initial contract term is three years with options to extend for up to two additional two-year terms, for a maximum duration of seven years at mutually agreed-upon terms. Respondents must submit pricing defining costs member institutions will pay for service packages, including initial implementation or setup fees, annual recurring license or subscription fees, and any additional services or support costs. All proposals must include a completed Execution of Offer and Non-Collusion Affidavit (notarized where required), proof of required insurance coverage, and a Service Level Agreement with auditable metrics and refund provisions for unmet service levels.
An addendum is anticipated for release on August 27, 2026. Presentations are tentatively scheduled for the week of September 21, 2026. Selection of successful respondent(s) is anticipated for the week of October 5, 2026.
