About this opportunity

University of Houston-Clear Lake is requesting proposals for structured cabling services on an as-needed basis for its main campus, Pearland Campus, and satellite locations under RFP 759-27-004, with proposals due September 30, 2026 at 2:00 PM CT and a mandatory pre-proposal meeting on September 8, 2026 at 2:30 PM CT at the Bayou Building.

A completed Subcontracting Plan addressing VetHUB (Veteran Heroes United in Business) participation is required for all proposals, regardless of expected contract value, with good faith effort documentation and notification to certified VetHUBs required at least seven business days before subcontractor selection. The University does not guarantee minimum or maximum job orders or dollar amounts.

Scope includes installation of Category 6 and 6A data lines, troubleshooting of out-of-warranty lines, demolition of old cable plants, testing of new and existing cables including fiber optics, fiber termination and troubleshooting, and wireless access point installation. All technicians must be certified in Cat 6 and 6A installation and testing. Pricing must be submitted on a standardized task basis across 14 identified campus buildings, covering single and dual Cat 6/6A drops, demolition, relocations, wireless access point installations, fiber testing and repair, penetrations, and emergency response rates.

The contract term is three years with two optional one-year renewals, for a maximum of five years. Contractors must maintain Commercial General Liability Insurance of $1 million per occurrence / $2 million aggregate, Workers' Compensation at statutory limits, and Commercial Auto Liability of $1 million, with UHCL listed as additional insured.

Evaluation criteria emphasize itemized pricing (30 of 100 points), contractor experience with similar-sized facilities, certified technician count, operational planning, and quality assurance measures. The University reserves the right to make single or multiple awards and may reject any or all proposals.

Inquiries are due September 14, 2026 at 2:00 PM CT. Proposals must be submitted as one original signed hard-bound proposal in a 3-ring binder (maximum 60 pages printed front and back) plus one electronic copy on USB in PDF format.
