About this opportunity

The University of Houston-Clear Lake is requesting proposals for structured cabling services across its main campus, Pearland Campus, and Medical Center facility under RFP-26-012, with proposals due July 21, 2026 at 2:00 p.m. CT and a pre-proposal meeting scheduled for June 24, 2026 at 11:30 a.m. CT. A Subcontracting Plan is required if the proposal exceeds $100,000, with VetHUB (Veteran Heroes United in Business) compliance and monthly Progress Assessment Reports required; the plan establishes small business participation goals including DBE, MBE, and WBE categories.

The scope encompasses as-needed day-to-day installation of new blue Cat 6 and Cat 6a data lines, troubleshooting of out-of-warranty lines, demolition of old cable plants, testing of new and existing cables including fiber optics, fiber termination and troubleshooting, and installation of wireless access points. Only technicians certified in Cat 6 and Cat 6a installation are authorized to perform cabling work. Pricing must be submitted in detailed spreadsheet format itemizing costs for standard tasks: single and dual Cat 6 cable drops, Cat 6a cable drops, cable demolition, line relocation, wireless access point installation, fiber testing and repair, technician hourly rates, emergency trip rates, and per-penetration costs across specified campus buildings. The University does not guarantee any minimum or maximum number of job orders or dollar amounts.

The contract term is three years with options to renew for two additional one-year terms, for a maximum of five years. Payment will be made 30 calendar days after the later of invoice receipt, delivery of goods, or service completion. The anticipated award date is July 31, 2026, with an anticipated start date of September 1, 2026. Questions are due July 1, 2026 at 2:00 p.m. CT. Evaluation criteria are itemized task pricing (25 points), contractor capability (15 points), professional experience (20 points), number of certified technicians (20 points), operational plan (5 points), and quality assurance measures (15 points). The University reserves the right to make split awards, multiple awards, or no award.
