About this opportunity
The Florida Department of Law Enforcement (FDLE) is conducting a statutorily mandated fifteen business day advertisement for an intended single source procurement of STRmix Software Upgrades and Maintenance services. This procurement involves annual upgrades and maintenance for the STRmix probabilistic genotyping software platform, which is utilized by crime laboratories across the state's Regional Operations Centers to support DNA analysis and interpretation for criminal investigations in compliance with Federal Bureau of Investigation standards and the Combined DNA Index System. The deliverables include software upgrades, STRmix parameter settings preparation, validation data analysis and interpretation, validation and implementation documentation, standard operating procedures, and training support. The contract term runs from July 1, 2026, through June 30, 2027, with a posting date of April 13, 2026, and a deadline for receipt of information by May 4, 2026. No bidders' conferences or site visits have been scheduled. The procurement requires the vendor to maintain expertise in probabilistic genotyping software and provide comprehensive technical support, training, and validation services to ensure continued compliance with federal DNA analysis standards across the state's forensic laboratory network.
NicheVision Forensics, LLC, located at 526 S. Main Street, Suite 714G, Akron, Ohio 44311, has been identified as the sole intended source for this procurement, with an estimated contract value of $96,000.00. The single source justification is based on NicheVision Forensics' exclusive status as the only authorized vendor in the United States for the STRmix software platform, as the software is proprietary and all licenses, upgrades, and maintenance services are available exclusively through this vendor. FDLE originally established its relationship with NicheVision in December 2015 following a competitive Request for Proposal process (1606), which resulted in the implementation of the probabilistic genotyping platform now deployed statewide. This procurement does not contain any set-aside designations or restrictions limiting responses to specific organization types, though the single source justification effectively restricts the award to the incumbent vendor. The contract was approved by Julia Lycett, Chief of General Services, and Jason Bundy, Assistant Commissioner of FDLE.
