The Missouri Department of Mental Health is requesting bids for Stress First Aid Training services, including training of trainers, under IFB DMH 0000000025SL, with sealed bids due June 18, 2026 at 2:00 p.m. CDT. Up to 15 bonus points are available for Organization for the Blind and Sheltered Workshop preference, and up to 3 bonus points for Service-Disabled Veteran Business Enterprise participation.
The scope requires in-person delivery September 2–4, 2026, in Kansas City, Missouri, from 8:00 a.m. to 5:00 p.m. daily. The contractor must provide participant workbooks, slide decks, instructor notes, videos, and a Dropbox repository for future training use.
Bidders must demonstrate at least ten years of experience with Stress First Aid, current certification to teach disaster responders, published training materials in Stress First Aid and related disaster behavioral health topics, and prior experience with the Missouri Department of Mental Health. Pricing must be firm and fixed for both the initial contract period and renewal periods.
The contract runs one year from award, with the Department holding options to renew for two additional one-year periods at the same terms and pricing. The Department reimburses actual travel expenses and provides training locations, hotel accommodations, and advertising and registration support.
Evaluation weighs cost at 50 points, technical proposal components at 150 points (methodology 50 points, curriculum 20 points, materials 20 points, certification 10 points, team qualifications 50 points), and organization experience and past performance at 50 points, plus up to 15 and 3 bonus points respectively. Bids must be submitted electronically through MissouriBUYS powered by MOVERS or by hard copy mail in PDF format.
