About this opportunity

The City of Denton is requesting qualifications from qualified firms to perform a citywide pavement condition assessment, asset inventory, and data analysis under RFQ 9139, with qualifications due October 7, 2026. The scope encompasses approximately 1,700 lane miles of roadway assets (10 million square yards), over 100 acres of parking lots (500,000 square yards), and approximately 21 miles of bike lanes, plus identification and geospatial location of Right-of-Way assets, a Sidewalk Condition Index assessment of approximately 580 miles of sidewalks, and an ADA non-compliance survey of approximately 11,200 ADA ramps.

The awardee must deliver pavement condition data in a file geodatabase with an accompanying written report, uploaded to either the City's Enterprise Asset Management software or an ESRI geodatabase. Deliverables include a Data Quality Management Plan with equipment calibration verification, automated measurement of pavement condition metrics per ASTM standards (International Roughness Index, crack analysis, rutting, Pavement Condition Index calculations), GPS-coordinated data aggregated to block-to-block segments, an exception report identifying uncollected segments, and a final written report with pavement management plans and probable repair costs for critical deficiencies and ten-year capital renewal projections.

All proposed staff must include a licensed professional engineer qualified to analyze Pavement Condition Index data and generate Overall Condition Index scores. The preferred data collection method utilizes a Class 1 Profiler and 3D Laser Crack Measurement System with high-resolution digital imaging cameras (minimum 12 megapixels).

Evaluation criteria are weighted: Technical Competence and Experience (30%), Quality Management (20%), Personnel and Firm Qualifications (15%), Past Performance (15%), and Project Approach (20%). Proposers must demonstrate advanced experience with pavement asset data collection and analysis, proficiency with geodatabase files and high-resolution imagery, and knowledge of pavement degradation cycles and predictive scenarios. Documentation of successful completion in municipalities of comparable size and roadway network composition to Denton is required.
