About this opportunity
The County of Orange, OC Community Resources is soliciting electronic bids for street sweeping services at 21 County locations under IFB #012-3143204-ST, with bids due November 24, 2026 at 2:00 PM through the County's online procurement portal. Certified County of Orange Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE) receive a five percent price preference, rising to eight percent for businesses certified as both. The model contract also provides a 20 percent allocation to OCLSB subcontractors and, if applicable, a 20 percent allocation to DVBE subcontractors.
Routine scope covers scheduled sweeping of multi-use trails, bikeways, parking lots, access roads, curbs, gutters, and paved surfaces at regional trails, coastal operations areas, and other County facilities, removing dirt, mud, silt, sand, litter, and vegetation debris. Additional services include on-call sweeping priced per linear mile, acre, or thousand square feet; emergency and storm debris services at hourly rates by sweeper type with operators; special event services; and specialized equipment at hourly rates for loaders, water trucks, and dump trucks. The contractor furnishes all labor, supervision, equipment, vehicles, and materials. Bidders must hold a valid California State Contractor's License, a DUNS number, and a Unique Entity Identifier before award. Prevailing wage under California Labor Code Section 1773 et seq. applies. Required coverage includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability of $2,000,000 combined single limit, workers' compensation, and employers' liability of $1,000,000 per accident or disease.
Award goes to the lowest responsive, responsible bidder based on firm monthly pricing for the 21 routine locations over a 60-month period. Estimated quantities are for bid evaluation only and do not guarantee work volume. Additional-service pricing in Tables 2 through 4 is deemed responsive only if the County determines it fair and reasonable. The contract term is five years, consisting of a three-year base term plus two one-year options, with a model contract start date of May 5, 2027. Performance deductions are $300 per calendar day for deficient work not corrected within required timeframes and $100 per calendar day for late monthly service reports. A labor and material payment bond and a faithful performance bond are required. The County may make multiple awards, reject any or all bids, defer award up to 180 days, and negotiate final terms with the lowest responsive, responsible bidder. Questions must go through the solicitation's Q&A section, as bidders may not contact other County personnel.
