About this opportunity

Baltimore County is soliciting bids to establish a term agreement for street lights and accessories on an as-needed basis under Request for Bid No. B-10000563, with bids due November 12, 2026 at 2:00 p.m. and questions due November 4, 2026 at 4:00 p.m. A Minority/Women's Business Enterprise (MBE/WBE) goal of 30% of cumulative discretionary dollars applies.

The scope covers 22 line items of streetlight poles, LED fixtures, and related accessories across multiple Baltimore County locations including Essex, Parkville, Dundalk, Pikesville, Reisterstown, Towson, and Catonsville. Specified quantities range from 4 to 20 units per item; LED fixtures span 104–215 watts with varying pole configurations and colors; and accessories include ladder rests, adapters, quick disconnect pigtails, and miscellaneous related parts.

The contract term begins January 1, 2027, for an initial one-year period with Baltimore County reserving the right to renew for up to four additional one-year options under the same terms and conditions. All delivery is F.O.B. Destination/Inside Delivery with costs included in the bid price, and deliveries must occur within 14 days of order receipt or the County may procure elsewhere and charge additional costs to the contractor. Pricing must remain firm for the contract period unless price escalation is formally requested with manufacturer documentation at least 90 days prior to term expiration; any price increases are limited to actual cost increases and subject to County approval or cancellation of the item.

Award will be made to the lowest responsive and responsible bidder, with the County reserving the right to make multiple awards on an individual item, combination item, or lump sum basis. Bidders must provide at least two contract references from the past 18 months and are subject to facility inspections. Required insurance includes General Liability with minimum limits of $1 million per occurrence, Automobile Liability of $1 million per accident, and Workers' Compensation with statutory coverage; Baltimore County must be named as additional insured (excluding workers' compensation).
