About this opportunity
The City of Thousand Oaks Public Works Department is requesting sealed bids for street lighting installation on Avenida De Los Arboles (CI 5725, Specification No. 2025/2026-23), with bids due July 29, 2026 at 4:00 p.m. through https://procurement.opengov.com/portal/toaks. Bidders must be licensed California Class A contractors; traffic control work requires a C31 license. All contractors and subcontractors must maintain current Public Works Contractor Registration and comply with prevailing wage requirements per the California Department of Industrial Relations.
The scope includes installation of electrical conduits, handholes, restoration of street pavement, trench repairs, curb ramps, concrete sidewalks, curb and gutter, driveking, retaining walls, and landscaping across multiple intersections per Drawing Number 25-17A (Sheets 1–8). Two bid schedules are included: Schedule A covers streetlight electrical conduit installation with 17 line items (mobilization, erosion control, traffic control, clearing and grubbing, concrete and curb work, landscaping, asphalt, driveway aprons, block walls, signs, pullboxes, conduits, and closeout); Schedule B addresses Calle Abedul pavement work with 8 line items. The contractor must perform at least 30 percent of work with its own forces and equipment. Subcontractors performing work exceeding one-half of one percent of the total bid price (or $10,000, whichever is greater) must be designated with DIR registration and CARB compliance numbers.
The contract will be awarded to the lowest responsive, responsible bidder based on the base bid alone. The successful bidder must complete all work within 120 calendar days from Notice to Proceed; liquidated damages are $1,000 per calendar day for contractor-caused delays and $1,000 per day in reverse liquidated damages for city-caused delays. Bid security of 10 percent of total bid price is required (electronic or hard-copy bond, certified check, cashier's check, or cash). Performance and payment bonds equal to 100 percent of contract price are due within 10 calendar days of award. Prospective bidders may visit project sites without prior arrangement. Bidders must list five completed projects of similar scope and complexity valued at $250,000 or more within the past five years and identify a project manager and full-time superintendent. All bids must comply with California Air Resources Board requirements for off-road diesel equipment and include required certifications addressing workers' compensation, non-collusion, Iran Contracting Act compliance, and CARB compliance.
