About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB) on September 20, 2019, on behalf of all state agencies and political subdivisions for Stratton campaign-style hats and related accessories. The procurement seeks competitive bids for six line items: 1,350 Stratton Campaign Style Felt Hats (Model F40), 1,430 Stratton Campaign Style Straw Hats (Model S40), 1,350 hat protectors/rain covers, 1,350 hat cords, 1,350 three-piece leather straps with buckles, and 500 custom renovation services for felt hats. All quantities are estimated and subject to actual agency demand. Written vendor questions were due by September 26, 2019 at 3:30 p.m. EST, with the original bid closing date of October 4, 2019 extended to October 8, 2019 at 1:30 p.m. EST via Addendum #1. Sealed bids must be submitted in person or by courier to the Office of Procurement Services at the Capitol Annex in Frankfort, Kentucky; fax and electronic submissions are not permitted. The contract will be awarded for an initial one-year period with four optional one-year renewal periods subject to written approval by all parties. Award will be made on a best-value basis using a ranking approach with pricing weighted at 100 points and delivery time weighted at 10 points, where the lowest total price receives maximum points with other bidders receiving proportional points. Standard delivery is required within 45 calendar days after receipt of order, with one percent per day penalties assessed for late delivery. All pricing must be quoted F.O.B. Destination Freight Prepaid and Allowed, exclusive of federal excise taxes and Kentucky sales or use taxes, and must remain valid for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders receive reciprocal preference, while Kentucky Correctional Industries qualifies for a 20 percent preference and certified nonprofit agencies for individuals with severe disabilities qualify for a 15 percent preference. All bidders must submit required affidavits, proof of Kentucky tax registration on Revenue Form 10A100, certificates of authority for foreign entities if applicable, and EEO forms if applicable, along with evidence of compliance with campaign finance and employment laws. Previous master agreement pricing was provided as reference material: Felt Hats (F-40) at $80.00 each, Straw Hats (S-40) at $53.50 each, Hat Protectors at $4.75 each, Hat Cords at $5.25 each, and three-piece leather straps at $4.75 each; however, these prices are for reference only and do not constrain bidder pricing. Price adjustments are prohibited during the first 12 months of the contract; thereafter, increases may be requested only with industry-wide justification and 30 days' notice. No incumbent vendors or current contractors are referenced in the solicitation documents. While specific contract award values are not provided, the estimated annual procurement value can be calculated based on the reference pricing and quantities requested, with the five line items totaling approximately $145,000 at the previous pricing levels plus $500 for renovation services.
