About this opportunity

The City of New Haven, specifically the New Haven Health Department (NHV Health), is seeking a vendor to develop a comprehensive 5-year strategic plan as part of its pursuit of initial accreditation through the Public Health Accreditation Board. This Request for Proposal (RFP #2024-RFP-123) requires the selected vendor to conduct an extensive strategic planning process that includes gathering input from health department leadership, frontline staff, Board of Health, community members, and city partners. The strategic plan must be developed through robust stakeholder engagement, including community conversations in English and Spanish, utilizing techniques such as live sketching, graphic recording, and SWOT analysis. Key deliverables include a written document encompassing the department's mission, vision, values, strategic priorities, SMARTIE objectives, action steps, implementation tracking process, and connections to the Community Health Improvement Plan. The RFP was released on November 19, 2024, with proposals due by December 17, 2024, at 11:00 am, and a final strategic plan completion deadline of June 30, 2025. Evaluation criteria will assess proposals based on budget alignment (30%), project timeline and work plan (40%), and previous experience (30%), with each category scored out of 10 points.

The contract is structured for an initial one-year term with potential for two additional one-year renewals at the City's discretion. The total project funding is $20,000, with compensation to be paid monthly upon submission of certified payment requisitions. While no specific set-aside designations for disadvantaged enterprises are explicitly mentioned, the RFP's standard terms emphasize non-discrimination and workforce diversity requirements. The selected contractor will be classified as an independent contractor, with no implied employment contract or fringe benefits. The City reserves the right to terminate the contract with 21 days' written notice and maintains audit rights for up to twelve months after contract completion. Contractors will be required to comply with equal employment opportunity regulations, maintain confidentiality of all project-related information, and adhere to the City of New Haven's standard contractual terms and conditions. The procurement is open to professional consulting firms or individuals with expertise in strategic planning for public health organizations.
